Overview of the Free Higher Education (FHE) and Scholarship Office:
These are programs and activities offered in Davao del Sur State College to facilitate essential services to the students that include admission, Scholarship and Financial Assistance, Food, Heath, Security and Safety, Housing and Residential, Multi-Faith, Services for Students with Special Needs and Persons with Disabilities, Socio-Cultural and Sports Development Services, Social and Community Involvement, and Learning Source Center (Art. IX, CMO 9 s. 2013).
Scholarships and Financial Assistance
The College provides scholarships and financial assistance to qualified and deserving students. The student scholarship program of Davao del Sur State College aims to motivate students to excel both in academic and non-academic areas by providing scholarships and grants to qualified students in addition to Free Higher Education. A student shall enjoy only one government scholarship except for merit scholarships.
Scholarship Categories
a . Institutional Scholarships/Grants
- Any student who enjoys institutional scholarship/grant must have taken during the previous semester at twenty one (21) units or the normal load prescribed in the student’s curriculum; must be up-to-date with all the non-academic requirements (PE and NSTP); and must have no failing grade in any academic or non-academic subject.
- The grounds for termination of institutional scholarship/grant: (1) failing grades or INC; (2) failure to maintain the required GWA; (3) have been suspended and expelled due to disciplinary problem or scholastic deficiency based on the DSSC Student Handbook; and (4) dropping from school within the semester.
Academic Scholarships
1. Entrance Scholarship
- A student who graduated With Highest Honors or With High Honors in the Senior High School and has passed the DSSC College Entrance Examination will be awarded entrance scholarship in the whole duration of their course on condition that they will be able to maintain required GWA per semester as approved by the Academic Council and the Board of Trustees.
- For With Highest Honor, student shall enjoy a semestral stipend of Php 5,000.00 if the student is one (1) of the first four (4) applicants per board program. To maintain scholarship, the student must carry a regular load prescribed in the curriculum; must have no failing grade or INC in any academic or non-academic subject taken and must maintain a GWA of 1.5 or better on approved program of work every semester;
- or With High Honor, student shall enjoy a semestral stipend of Php 3,000.00 if the student is one (1) of the first four (4) applicants per board program. To maintain scholarship, the student must carry a regular load prescribed in the curriculum; must have no failing grade or INC in any academic or non-academic subject taken and must maintain a GWA of 1.75 or better on approved program of work every semester.
2. Gaining Scholarship
- President’s List shall be granted to any undergraduate student who obtains a GWA of 1.5 or better and no grade below 2.25 in previous semester and is entitled for a semestral stipend of P5,000.00.
- Dean’s List shall be granted to Top 20 undergraduate students who obtains a GWA of 1.75 or better but not higher than 1.5 and no grade below 2.25 in the previous semester and shall receive a semestral stipend of P3,000.00.
- Gaining Scholarship shall be applied by the qualified students thru the Scholarship Office and shall be awarded only to the Top 10 for the President’s List and Top 10 for the Dean’s List scholarships.
Non-Academic Scholarships
1. Student Assistance (SA)
- Student Assistance is given to student assistants who belong to low-income family provided the student renders work in DSSC.
- Must be a Student Labor with P35.00 per hour compensation for a maximum of 4 working hours a day.
Requirements:
- Application Letter noted by the head of office
- No failing grade and INC
- Certificate of Indigency/Low Income issued by DSWD or Barangay
- Render a maximum of 4 hours service everyday
- Priority is given to Indigenous People, Solo Parent Dependent, Differently-abled Persons, and students belonging to the marginalized sector of the society.
2. Socio-Cultural (Dance, Band, Choir
This scholarship is given to the active and talented members of the socio-cultural group who will represent the DSSC in the regional, Mindanao-wide and National competitions. Benefit and qualifications include the following:
- P3,000 semestral stipend
- Free uniform during performance
- No Failing or INC Grade
- Must pass the screening done by the Socio-Cultural Office
3. Varsity Athletes
This scholarship is given to the active members of DSSC Sports Team who will be playing in the individual/dual or minor sports events in the regional, Mindanao-wide and national sports competitions. Benefit and qualification include the following:
- P3,000 semestral stipend
- Free sports uniform
- No Failing or INC Grade
- Must pass the screening done by the Sports Office
Application & Renewal
- All students enjoying institutional and sponsored scholarships/grants must submit the filled-out Certification for FHE and scholarship form accompanied with the following documents:
- Certification of Grades of the Previous Semester (with no INC or failed Grade); and
- Endorsement Form/Award Number (For sponsored scholarship only).
- Personal and online application and submission of documents will be accommodated. Appointment and observance to proper health protocols and standards shall be observed. Application documents shall also be made available online thru the Scholarship Office FB Page for easy access.
- Incomplete Grades must be complied before the scholarship/grant application period. In case of non-compliance, a letter for reconsideration addressed to the Vice-President for Academic Affairs noted by the Department Chairman and Dean, recommended for approval by the Director for Student Services and Approved by the VP for Academic Affairs shall be submitted to the Scholarship office. The letter should indicate the tentative date of INC completion within the semester. Failure to comply the INC within the semester shall result to non-renewal of the scholarship/grant in the next semester.
- Approval of scholarship/grant will be based on the controlled master list endorsed by the Scholarship Coordinator noted by the SAS Director, recommended by VPAA and approved by College President.
Terms & Conditions
In order that an athlete will qualify in the Varsity Program, the following terms and conditions must be strictly followed and observe:
a. A grantee must have enrolled at least twelve (12) units in any two- or four-year courses/program offered in the
College except for graduating student(s).
b. Must be twenty five (25) years old and below.
c. Semestral medical examination certificate duly signed by a physician will be submitted to the office of the Sports
Coordinator copy furnished to the Scholarship committee.
d. A grantee must always maintain GPA of not less than 2.75 in his/her academic subjects. An athlete with a failing
grade will disqualify him/her from being a scholar.
e. Qualified varsity scholars will be determined before the schedule of mid-term examination upon the
recommendation of the respective coaches to the sports coordinator.
f. Regular attendance of every athlete during training/practice and meetings called by the respective coaches should
be strictly observed.
g .Five (5) absences of an athlete without valid reasons will automatically disqualify the athlete from the
team/scholarship.
h. Absences of athletes during practices and trainings may be ground for the cancellation of scholarship.
i. Drinking of intoxicated liquor and smoking during training and competitions are strictly prohibited.
Violation of this policy is a ground for the termination of the scholarship grant.
Learning Resource Center
The DSSC Learning Resource Center is the institution's center for improving and supplementing student learning. It facilitates the requisite instructional activities in the academy, so it is called the learning laboratory.
This is where a large amount of instructional materials and references are organized and made accessible to their clientele. The user must be familiar with the tools, the facilities, the policies, the rules and regulations of the library to optimize the use of these materials.
LRC Services
1. Technical services
This service refers to the tasks performed by the library which concern the processing of library materials in order to make them available to users. They include the collection and acquisition functions, the cataloging and classification function, the preservation function, the conservation function, the deselection function, and other related operations.
2. The Reference Services
These services shall be geared toward making information available to library users.
3. Circulation Services
The primary role of circulation services is to make available to library users the appropriate information tools and to provide assistance with their research and studies related to their problems. The circulation services unit includes books relating to and complementing each curriculum, as well as those for general, cultural, voluntary and recreational reading.
4. Reserve Services
The information resources assigned by faculty members in their classes and those with only one copy found in high demand during each semester are included in the reserve services section.
5. Library Orientation
A continuing library user education program will be carried out to maximize the use of library resources, facilities and services and to promote lifelong learning among college students and other library users.
6. Virtual Library Services
The Virtual Library is designed to facilitate research and instruction. In addition to databases and web searching, the Virtual Library also offers the convenience of productivity software and access to e-mail.
7. Periodical Services
Present and back issues of local and international newspapers, magazines and other newspaper materials are included in this section. In front of the periodic counter, current issues or newspapers are displayed.
8. Theses Assistance
A large collection of undergraduate theses, master's theses, and dissertations are kept in the library. This collection is to be used only inside the library, unless authorized by the author, it is not allowed to be photocopied. A student can ask the assistance of the library staff or librarian in looking for thesis references.

General LRC Rules and Regulation
1. All bonafide members (students, faculty and staff) of the schools in campus.
2. Former members of the Faculty, alumni, and former students who were honorably discharged;
3. Scholars/Researchers and members of other educational institutions and agencies, and other private individuals,
who are members of the PLAI-DRLC and MASTSLINet Consortia;
4. Upon entering the library, the following should be presented:
- Faculty and staff shall present the DSSC ID.
- Students shall present the validated LRC ID.
- Alumni shall present the validated Alumni ID.
- Consortia members shall present the referral letter from their HEI’s Librarian and at least one valid ID
5. Courtesy and respect shall be practiced at all times. Any user must comply with all library use rules and regulations.
The library uses an open-shelf scheme, allowing library users to access stacks for optimum use of resources.
6. Smoking, unnecessary noise, unseeming behavior, disruption or any other behavior that interferes with the proper use
of the library is prohibited.
7. Mobile phones must be set into Silent Mode.
8. Eating in public service areas is not authorized.
9. Within the library, silence must be strongly observed. Loud speaking, loud laughter and other excessive noise
are strictly prohibited.
10. It is important to keep the library clean. Littering is not tolerated on the table or the floor. Waste baskets
for cleanliness purposes are provided inside the library.

Safety & Security
This refers to the provision of a safe and secured environment and that of the members of the academic community.
- The school provides a safe, accessible and secure environment, buildings and facilities that comply with the government standards. It also hires licensed and competent security personnel to ensure safety and security of students and their belongings.
- Symposia are regularly to capacitate students and faculty on how to prevent and/or reduce and manage unexpected disasters.
- There are regular conduct of earthquake and drills involving majority of students and teaching and non-teaching personnel.
- The students are covered with Life and Accident Insurance.
- To protect lives and properties of the College and consonance to R.A. 8292, subsequent guidelines in the following areas of concern shall be observed by all concerned to ensure proper coordination among different units, clienteles, and security unit thereby minimizing misunderstanding among them:
- Curfew time for students shall be observed from 10:00om to 6:00am
- Student activities requiring security must secure request/permission from the office concern. Proper notification and coordination with the Office of the Campus security shall be observed.
- Use of school’s facilities such as computers, sound system, gymnasium, sports equipment, vehicles, rooms for academic related activities must also secure permission from the school administration subject to rules and regulations of the college.
- Dormitory occupants must present gate pass to the guard upon check out for records purposes.
6. All other existing policies issued by the Student Discipline Office, administrative policies, rules and regulations as provided in the student handbook shall be strictly observed.
Policy in Handling School Incidents
This policy and associated guidelines and procedures in handling school incidents shall be applied within the school environment. Incidents that are in scope of this policy and associated guidelines are any actual or alleged event or situation that:
- causes harm or creates a risk of causing harm to a student’s health, safety and well-being either directly or indirectly while under the supervision of the school, including international students
- impacts a student and is brought to the attention of the school, regardless of when or where it occurred, provided it is impacting on the student or other students within the school environment
- affects the continuity of school operations, including matters of security, property damage and emergencies
School environment refers to any physical or virtual place made available or authorized by the school or school council for student use during or outside school hours, including:
- a campus of the school
- online school environment (including email and intranet systems)
- other locations provided by the school for student use (including, without limitation, locations used for school camps, sporting events, excursions, competitions, and other events); and
- other outside of school areas including home stay accommodation accessed by any student for which the college has accepted responsibility for appropriate accommodation and welfare
The following are the steps to be undertaken whenever an incident happens within the school environment:
1. Any bystander shall immediately report the incident to the school security guard or any school personnel on duty;
2. For any incident involving injuries, the Health and Safety Officer shall immediately respond to the needs of the injured person/s by providing first aid measure. Emergency services (e.g. MDRRMC, 911) shall be contacted whenever necessary;
3. The Guard on duty will make a preliminary investigation and make an incident report to be forwarded to SODO. Site and evidences must be preserved for any probable criminal act;
4. The SODO Coordinator will report the case to the police, if applicable.
5. The SODO Coordinator will conduct further investigation following the student conduct process found in this manual.
