DSSC-BPA Leads Dialogue on Transparency and Ethical Governance

Davao del Sur State College (DSSC), through the College of Business Education and Governance (CBEG) – Bachelor of Public Administration (BPA) Program, held a webinar titled “Integrated Stewardship: Aligning Human Behavior, Records, and Property Management for Transparent and Data-Secure Governance” on May 15, 2026, via Zoom.

The webinar was attended by students, faculty, barangay officials, SK leaders, and partners from Mindanao State University (MSU), Tawi-tawi. The event served as a platform for discussions on ethical leadership, accountability, records management, and transparency in public service.

DSSC President Dr. Augie E. Fuentes opened the program with a message focused on the importance of ethical leadership, transparency, and accountability in sustaining public trust and preparing future administrators for integrity-driven governance.

International speaker Ahmad Mansour Azimi delivered his lecture on
“Legal Ethics and Good Governance” discusses transparency, citizen participation, digital tools, and ethics as key to restoring confidence in governance. He emphasized the role of youth leaders in advancing social justice.

Another speaker, Roberto L. Zamora Jr., MPA, JD, discussed “From Temptation to Action”, explaining how pressure, opportunity, and rationalization drive misconduct, and transparency as a safeguard against corruption.

Meanwhile, Rolly Impas, LPT, JD, MBA, tackled “Record at Risk”, stressing that proper documentation is vital for fraud prevention, accountability, and evidence-based governance.

Furthermore, Atty. Herbert Gonzales further examined misconduct and ethical leadership, using the case “The Bridge of Good Intention: Roberto’s Dilemma” to show how financial struggles and weak ethical culture can lead to corruption. He called for principled leadership, ethics education, and integrity-centered institutions.

The activity reinforced the importance of integrity-driven leadership among future public servants and aligned with the United Nations Sustainable Development Goals (SDGs)—particularly SDG 4: Quality Education, SDG 16: Peace, Justice and Strong Institutions, and SDG 17: Partnerships for the Goals.
