Empowering Public Administration Students Through Concept Paper Development: Step Toward Research Excellence

The Bachelor of Public Administration Program (BPA) of Davao del Sur State College (DSSC) conducted its first Concept Paper Workshop entitled “From Topic Idea to Proposal Guide” held on December 5, 2025, at the Development Communication Building. This is to establish the research foundation of the second-year BPA students with the skills necessary for formulating a well-structured concept paper. The program formally opened with a welcome message from Raphson C. Elesterio, Ph.D., who stressed the importance of research readiness shaping academic growth.

The workshop had two informative sessions facilitated by Dr. Borlio, where she took the participants through the elements that constitute a good concept paper. She gave practical tips on the choice of significant topics, presented sample research ideas, and discussed the proper writing of the significance of the study, research objectives, research questions, theoretical bases, and methodology. Dr. Borlio also gave a clear explanation of research designs, the various approaches to data collection, and the procedures for data analysis, thus giving students a clearer picture of how initial ideas evolve into coherent research proposals.

After the lectures, selected students presented the initial frameworks of their potential research topics and got constructive feedback from Dr. Borlio. The activity concluded with closing remarks from Prof. Roy R. Molina, MPA, wherein he mentioned the importance of continuing learning in research. The successful workshop was initiated by the Bachelor of Public Administration Program. This event will serve as a meaningful step toward strengthening students’ competence and confidence in academic research and concept paper writing.

The workshop also supports the Global Sustainable Development Goals — SDG 4: Quality Education; SDG 16: Peace, Justice and Strong Institutions; and SDG 17: Partnerships for the Goals. By strengthening students’ research capabilities and fostering academic collaboration, the activity contributes to building informed, competent, and socially responsible future public administrators.
