The Commission on Higher Education held a two-day training on crisis management and active shooting response at the Polytechnic University of the Philippines on September 11 and 12, 2026. Davao del Sur State College was among the participating institutions, represented by Neil John T. Audan of the Public Relations and Information Office and Raji-Un Padtamanan of the NSTP Office.
The first day went into threat identification and basic intelligence. PCOL Rufino C. Mendoza (Ret.) of the Philippine National Police Academy led that portion, covering how threats are recognized early, how information is collected and assessed, and what goes into sound decision-making under uncertain conditions.
Day 2 brought in two more resource speakers. PCOL Frederick E. Obar of PNPA handled active shooter indicators and civilian communication protocols. PLTCOL Jonas Prisle B. Prete took the room through police response procedures, a tabletop exercise, and scenario-based drills. Mr. Kenneth C. Mastino of Dr. Carlos S. Lanting College handled the medical response segment. CHED Commissioner Dr. Ricmar P. Aquino closed the program.
The training supports SDG 4 (Quality Education) and SDG 16 (Peace, Justice and Strong Institutions).
