Davao del Sur State College (DSSC) Strategic Plan 2023–2028
The Davao del Sur State College (DSSC) Strategic Plan 2023–2028 serves as a foundational policy document that outlines the institution’s development priorities, operational frameworks, and strategic directions for the next six years. It articulates DSSC’s aspiration to evolve into an internationally recognized, quality-driven State Higher Education Institution (HEI) committed to innovation and inclusive transformation.
Grounded in national and regional frameworks such as the Philippine Development Plan (PDP) 2023–2028, Davao Regional Development Plan (DRDP), and AmBisyon Natin 2040, the strategic plan integrates institutional mandates with global education trends, emphasizing DSSC’s core functions in instruction, research and innovation, community engagement, governance, and internationalization. The planning process was informed by a rigorous analysis of internal and external environments, including stakeholder consultations, SWOT and DEEPLIST analyses, and alignment with sustainable development goals (SDGs).
Central to the plan are the following strategic priorities:
-
Advancing excellent and globally competitive instruction
-
Strengthening multidisciplinary research and technological innovation
-
Enhancing inclusive, community-based extension programs
-
Promoting shared, responsive, and efficient governance systems
-
Institutionalizing international linkages and academic partnerships
This strategic roadmap not only positions DSSC to respond effectively to the challenges of the VUCA (Volatile, Uncertain, Complex, and Ambiguous) environment and the demands of the Fourth Industrial Revolution, but also lays the groundwork for its eventual transition to university status, as outlined in House Bill No. 7141.
The Strategic Plan 2023–2028 reflects the collective vision and commitment of DSSC’s academic community, administrative personnel, and external stakeholders to deliver accessible, relevant, and transformative higher education in the Davao Region and beyond.
